Despite record-high reports of suspected child exploitation, U.S. investigators face impossible caseloads with outdated tools and limited staff. In some states, fewer than 5% of CyberTips lead to an arrest — not because of negligence, but because the system is overwhelmed and underfunded.

Raven was founded by those who have lived this fight: former ICAC Commanders who led investigations on the ground, prosecutors who brought cases to court, psychologists who understand how predators operate, and teachers who witnessed the vulnerability of children firsthand. At the federal level, Raven is driving policies to close dangerous gaps created by rapid technological change. We are pushing for safeguards against the spread of AI-generated child sexual abuse material, accountability for cloud storage providers that host and share harmful content, and device-based age verification that ensures children are protected from risks built into the very technology they use every day.

At the state level, our focus is on making sure investigators have the resources they need to keep up with offenders who exploit new platforms and devices. That means securing recurring funding so Internet Crimes Against Children (ICAC) Task Forces can purchase and maintain the innovative technologies required to combat online exploitation and trafficking effectively.

Beyond legislation, we know that lasting change requires strong, informed communities. Raven works to ensure parents, caregivers, educators, and partner organizations are equipped with clear, practical guidance on evolving online risks, immediate steps they can take to protect children, and ways to advocate for the long-term legislative solutions needed to make the digital world safer.
